The Berlin Governance Platform looks back on two successful Re:Match phases between 2022 and 2025, and an ongoing third phase. This project has achieved something truly unique so far!

Together with our partners Pairity, Salam Lab and Right to Protection, we were able to match and relocate 137 Ukrainian protection seekers to eight German municipalities using our self-developed algorithm-based mechanism.

Re:Match has demonstrated how such an approach can achieve efficient allocation of resources, suited accommodation, and increased motivation to settle. By strengthening participation, the project fosters a sense of commitment and readiness while ensuring a suitable fit for protection seekers and cities alike.

Milestones

2023 - Phase I
Six German cities sign cooperation agreements and officially join Re:Match. Across three cohorts, 99 protection seekers take part in personal interviews to assess their individual needs and preferences. The matching algorithm pairs them with the partner cities and 78 accept their match and successfully relocate to Germany.

2024 - Phase II
Applying the learnings from the pilot, Re:Match expands to seven German cities for a second matching and relocation phase. Two further cohorts complete the process. 72 people are successfully matched and 59 relocated. Across two phases, a total of 137 Ukrainian protection seekers are welcomed by eight cities across Germany.

12 Month Evaluation
The report “Transition to Stability - 12 Month Results” confirms the sustainable effectiveness of data-driven matching. After one year, protection seekers surveyed rated their decision to participate in the project as positive and their matched municipality as suitable. The report highlights a steady growth in a sense of belonging and successful language acquisition, the key pillars for labour market integration.
