Follow-up evaluation report: 6-month results
With Re:Match, the relocation of protection seekers within the EU was implemented for the first time using algorithm-based matching. In the first year of the project in 2023, 78 Ukrainian asylum seekers in Poland were matched and relocated directly with six German municipalities. Parallel to the implementation of a second project phase with 59 Ukrainian protection seekers and 7 German municipalities in 2024, a follow-up evaluation was carried out with the protection seekers relocated in 2023. Based on these surveys, the evaluation report published here presents promising results on the initial integration steps of the participants.
- The longer the participants live in Germany, the more certain they are about their decision to participate – a positive indication of the effectiveness of the programme over time.
- With increasing length of stay in Germany, over half of the participants agreed that the municipalities they were matched with were still a good fit for them. The report provides detailed insights into why there is more to this statement than meets the eye.
- Almost half of the participants (45%) had already started to feel like a member of the community after six months – an increase of 27 % compared to the surveys after one month!
The follow-up evaluation of Re:Match is being carried out in collaboration with the project partner Pairity. All results in this report are based on data from participants collected through questionnaires and interviews.

Based on our first project evidence, two previous reports have already been published:
- The recommendations report formulates promising findings and recommendations for decision-makers from politics, cities and civil society. You can download the recommendations report here: “Re:Match as an innovative tool for the relocation of protection seekers. Findings and recommendations for a participatory distribution and reception in European municipalities utilising algorithm-based matching.”
- The interim evaluation report formulated technical and content-related insights into the Re:Match processes as of January 2024. The six months results presented in our new publication add to the conclusions made in this preceding evaluation. You can download the interim evaluation report here: “Re:Match – Relocation via Matching. An algorithm-based and equitable solution for refugees and welcoming municipalities.”
